We live in the wild wild west over here. I too would like to know who hands out the licenses, I have some worries about them lol. I do believe in the right to bear arms and am proud to live in the land of the free...and sometimes dangerous.

Usually it's the Sheriff's Office or State Police. Everyone must have a background check and fingerprints. That said there are alot of constitutional carry states. In these states you can carry as long as you can legally own a firearm with no permit. Each state is different some it's very hard to get a permit others you don't even need 1.

The tight gun laws over here seems to mean mostly criminals still have them and nice people have no defence against them.
